A Commonwealth government allowance paid to people with disabilities who cannot use public transport without substantial assistance and who meet the eligibility conditions. It is a payment to help with travel costs for work, study or looking for work.

To be eligible for the allowance, the person need to meet the following conditions:
- 16 years or older
- meet residence rules
- need help using public transport because of disability, illness or injury
- have a medical report from doctor that they cannot use public transport without help
- travel to and from home for paid or voluntary work, study or training, or to look for work
The person cannot get the Allowance if they have either:
- have a plan with the National Disability Insurance Scheme (NDIS), or
- have a car from the Department of Veterans? Affairs under their Vehicle Assistance Scheme, or Motor Vehicle Compensation Scheme
